Secure Borders.

Increase fines and penalties for hiring non-documented workers.

Create a Guest worker program. 

Deport those found to be here illegally.

1. Streamline the immigration procedure - Make it easier and less expensive for those who want to immigrate to do so legally so the temptation to immigrate illegally is removed.

2. Tie work visas to employers -- employers would register at embassies with open jobs available for immigrants. The jobs would be open for ALL potential immigrants, regardless of nationality, and when the job terminates, the visa expires two weeks later. Workers can return and get a new visa, but they MUST return to do so.

3. Border enforcement -- rotate law enforcement officers from communities within border states for two week border patrols. Because the officers deal with the end result (drugs, crime, etc), they have a vested interest in securing the borders. Offer block grants to communities who provide officers for border patrol duties. This is less expensive than increasing expense for full time border patrol.

As for those already here, I like LW's solution: do nothing. If all of the above steps are implemented, they will find it harder to find employment, meaning they would have to go through legal channels to immigrate. If they are captured, allow our officers to verify legal residency, and deport them immediately after they have served the full sentences for all crimes for which they have been convicted.

The devil is in the details. The money is already appropriated for border security (some). The enforcement would come from the INS budget. More could be put there and pulled from existing funds such as Education, Welfare, and health. Pork might squeal, but that is another source (hey! I am blue skying, so might as well go whole hog!).

Implementation would come in the order given. You cant mop up a flood without first stopping the water from coming in.

gee Imagine a entire year with every budget "pork free" the savings from that alone would fund the cost of the wall.

I think Illegals caught with NO OTHER CRIMES, could be put to work on the wall minimum wage of course, then deported.

Bring the National Guard from Iraq and secure our border with the Guard until we have enough Border Guards to secure the border.

Construct a fence and provide the surveillance equipment.

Begin enforcing laws that fine employers that hire illegals.

Develop a biometric based ID system for all people in this country. We need a system to know the identity of people and a system to determine their status-- Citizen, Legal Visitor, Legal Immigrant or Illegal Immigrant.

Conduct a dialog about how to deal with the current illegal’s in the U.S. We must come to agreement as to how we identify and handle the illegals.

Develop a Guest worker program that provides for NEEDED added labor and is enforceable. The guest worker program must not be allowed to displace American workers with lower paying foreign workers.

The motivation to come to our country is the jobs. If you dry up the jobs, you dry up illegal immigration. If the illegals that are already here lose their jobs and cannot find another job, they will go back to their home countries of their own accord. I think we should continue current border enforcement measures. You said to keep it short and I think the workplace is the easiest, most economical way to tackle this problem. The employers have a lot more to lose. They aren't going to move in the middle of the night.

If you dry up the jobs, you dry up the immigration. But some of those who are here might turn to crime just to make a living instead of going back where they came from.
