I do not know, I know when I say I messed up and am sorry I mean it. that is the only rule of thumb I have.

Hairy Kerry apologized because his Democrat cronies shuddered at his comments, knowing full well that any capital they earned by any October Surprise(s) they may have pulled (read: Foley) was suddenly and severely lessened in value. They probably told him to get his dick out of his hand and say you're sorry. In a hurry.
